The basic functions of a breed registry association are to maintain an accurate record of ancestry of a breed and to promote a breed. In order to effectively accomplish these functions breeders have important responsibilities of maintaining accurate records and inventories and obtaining a means by which genetic differences for traits of economic importance between animals can be documented. The most effective way to do this is through the WHR program. This type of system is strongly endorsed by the Beef Improvement Federation (BIF) and can assist a breeder in the maintenance of an accurate herd inventory. More importantly this is the BEST method to enhance the accuracy of Shorthorn EPD’s. This is accomplished through the submission of larger and more complete volumes of data reported in appropriate contemporary groups. It also is a way to effectively measure the economically relevant traits such as fertility, longevity and reproductive efficiency.
The single annual WHR assessment fee is $16 on each animal of assessment age
(female-16 months; on inventory date-July 1, 2007) and payment of this fee makes the animal ‘active’
for the following 12 months.
The annual July herd inventory mailing will be the actual inventory used for the Whole Herd Reporting (WHR) billing for the annual assessment fees for the WHR year July 1st to June 30th. Billing invoices will be mailed in August
with 1/2 of the assessment fee due September 1st, and the other 1/2 of the assessment fee payment due March 1st. Total payment may be made from the August invoice if the member chooses.
The single annual WHR assessment fee of $16 on each animal of assessment
age (female-16 months) making the animal ‘active’ for the following 12 months and entitles the breeder to:
a) Waived registration fee to each female’s natural calf born during the 12 month period.
b) Waived transfer fees
c) Waived Herd Book acceptance fee (when animal enters purebred her book at 15/16)
d) Reduced fee for ET Registrations under 12 months of age
e) Waived website link fee under Breeder Links on ASA website
A reactivation fee of $50 will apply only when cattle are declared on the WHR Program and dropped from the herd inventory and then reactivated on the WHR herd inventory. This is the only time the reactivation fee applies. The reactivation fee only applies to females, since there is no reactivation fee for males. Bulls can be added to and/or deleted from the WHR herd inventory without any penalty whatsoever.
Partnership owned animals must be carried on at least one of the owner’s herd inventory. In this case, that herd owner would obtain all ET certificates for the other owners that are involved in the recordation of offspring. It is highly suggested that each owner report and retain multiple owned animals on their own herd inventory for the simplicity of securing AI and/or ET certificates and the registration of offspring. This would also be important for tax purposes, as well as any situations where it was necessary to document ownership for Bred and Owned requirements.
One of the following must be received at the ASA office for each cow on inventory:
a) A calf record
b) A disposal code on the cow (These will be provided on the forms.)
c) A reason code on the cow (Example: open, ET program, moved to the
next calving season, etc.)
Note: Any cow on inventory will be inactivated unless one of these three items is reported.
A reactivation fee of $50 will be required to reinstate a female, plus the current year’s annual assessment fee.
Note: If the calf dies before weaning, the breeder only needs to provide the appropriate calf disposal code, plus whatever information was collected (sire information, calf sex, birthdate, birth weight and birth management group.)
When a female is purchased from a herd participating in the TOC Program by a herd participating in the WHR Program, the WHR member must pay the current year annual WHR assessment fee ($16) only to activate the female on his WHR herd inventory listing. |
